Vatican Letter on Dealing with Clerical Sex Abuse - Full Text

The Vatican has today published the text of a letter circulated to bishops’ conferences around the world to help them develop guidelines for dealing clerical sex abuse cases.

The full text can be found here, together with an accompanying letter from Cardinal William J. Levada.

Although the actual text of the letter is already quite short and concise, the Vatican has produced this useful synthesis.

The Vatican says the letter “represents a very important new step in promoting awareness throughout the Church of the need and urgency to effectively respond to the scourge of sexual abuse by members of the clergy.”

“Only in this way,” it adds, “can we renew full credibility in the witness and educational mission of the Church, and help create in society in general, safe educational environments of which there is an urgent need.”

Very nice except it says nothing about the bishops who failed (and continue) to properly address or conceal or ignore the problem of priestly sexual crimes. What tragically occurred from the 1950’s to now happened primarily because the bishops intentionally deceived the public and the victims. As horrific as the priestly pedophilic crimes were and are, no bishop has been removed or held accountable for their complicity in these crimes.These crimes occurred because the bishops allowed it. Nowhere in this document is there any mention of bishop accountability or redress.

To be fair, thaddeus malek, these crimes did not occur “because the bishops allowed it,” but yes, in cases where an known offending priest was moved instead of “re-moved” - they certainly “continued” as a result.  No excuse.  No defense.  Completely and totally breaks my heart every time I think of it, and I hope we (as a Church) never forget it - as much as it hurts - to ensure it does not happen again…

Clarification regarding pedophylia and other unjustices
                done by some Catholic Church officials

  We think that there is need for clarification, information and reminding on several facts about which we can hear or read very little or nothing.

1.)  As soon as any Catholic, a layperson, priest, bishop, cardinal or Pope would do any wrongdoing, unjustice, dishonesty or act against true love, kindness, he or she would do that against Catholic Faith,  Catholic Church and Jesus Himself.
2.)  Such acts are in some way atheistic acts, because they are done against God’s direct wish, against Him.

3.)  It is impossible to do something in name of Catholic Faith or Church what is unjust, dishonest, destructive or against true love and kindness. Somebody can claim that he or she is doing something unjust and evil in name of Cath.Church, but such statement is false.

                  Catholic Church is unique

  By informing about these three points we lead people to the fact that Head of Cath.Church is Jesus Christ Himself.
  Holy Father is His Vicar. When he speaks as Vicar of Christ, listening to him we hear Jesus.  Jesus guaranties us that.
Leaders of any other Church or religion speak in their own name and they can say wrong things and sometimes do say wrong things.

4.)  Catholic Church invites all priests, bishops, cardinal and the Pope that at beginning of everyday Holy Mass publicly admit and repent for any act against honesty, justice, kindness, love and constructivity, publicly promise to not repeat any of them and ask all present to pray for them to keep that promise. If some of them do not say it sincerely, it is their wrong decision and responsibility, not responsibility of Church.
5.)    Cath.Church has not to be ashamed of anything. Ashamed should be all who do unjust asts, who cover them, who do not do everything possible to prevent them, and who do not do everything possible to protect victims of wrongdoings.
6.)    Same as some people today accuse Cath.Church for atrocities done by Catholics during Crusade and other wars, unjustice done in time of Inquisition, or for pedophilic acts by priests, in 50, 100 or 200 years they would be able to accuse Catholic Church for demographic decline of our time, because many Catholics used contraception and abortion. Church allways asks all Catholics to be just, kind loving and constructive.

          Our experience confirm importance of making these points

  In many conversations and debates about wrongdoings of Catholics during Crusade wars, Inquisitions etc, we made silent critics of Catholic Church, by use of these points. In several international conferences where was violence and religions discussed we used these points, and audience had nothing to say. Same was at World Conference on Violence and Religion in New York Waldorf Astoria Hotel several years ago and in Juish Center in Zagreb when speaker talked about antisemitism in Catholic Church.

  In time of widespread media coverage of pedophilic acts by some priests, we sent text with listed points to all journalist and media people in Croatia. After our mail, media mentioning of so called pedoiphile scandal went down on less then 10 % of previous time.
  When journalist have seen that we have unrefutable, simple, easy to understand and verifiable arguments, they are relactant to continue. They do not want to come out as dumb.
  Other reason is that people who are on our side get clear and simple arguments which they can use in discussions in redactions.

Darka and Marijo Zivkovic are codirectors of Family Center. They work for long time nationally and internationally. Were two times for five years periods members of Pontifical Council for Family in Vatican. They have six children and at moment 18 visible grandchildren.

I want to gently point out that the psychological understanding of pedophilia in the 50s, even through the 70s was very different then it is today.  Psychologists thought that these people could be reformed with therapy, etc.  Now we know that that is just not the case and our laws and treatment have changed. 

Of course this does not excuse anyone in authority from concealing, etc. these criminals.  We are the Catholic Church and should do better. 

But it helps to understand how this happened.

Terminological question. Is pedophilia acting and behaving or having inclinations.
It is possible that inclinations can not be cured, but acting is decision and choosing.

The Catholic church needs ANOTHER year after 60 years of rampant child rape to decide what any mother, father, or human being would have decided the first time they heard about child rape - do everything you can to put the offending priest in prison, and get help for the child.

Catholic tolerance of child rape, cover-ups, and ignoring victims is incomprehensible.  The current Catholic church doesn’t practice the Catholic religion, and it will affect every future generation. 

Teenagers in the future will have typical temptation from peers, and their friends will show them about the Catholic church treatment of child rape (on their Iphones).  What kid will be able to defend this church to their friends?

Of course I bloody well am not. It’s just that you never seem to have anything nice to say about our Church.

Correct terminology.
Patrick O’Malley writes:“Catholic tolerance of child rape…”.
Such tolerance is anti catholic. If he meant people. then it should be clearly said that some catholic tolerate child rape…
  He wrote:“The current Catholic Church doesn’t practive Catholic rreligion…”. Correctly would be to write “Some or many Catholic do not practice thze Catholic religion…”

Thank you for sharing that with us, Born Again Cradle Catholic. I was especially impressed with your anti-abortion stance. My Mum isn’t so anti-abortion and she uses the sex abuse scandals as an excuse. But to me, that’s just the same as disobeying your parents because of something terrible they did, and there’s no way Mum would ever let me disobey Dad even though he wasn’t always the parent he should have been, but don’t get the idea I haven’t forgiven him, I have really.

How it come that so evil things happens between catholics, between clergy, bishops etc. How it comes that organised atheism developed in countries with prevalend christianity etc.
One explanation is as follows, not only explanation.
In latin it says: CORRUPTIO OPTIMI - PESSIMA.
CORRUPTION OF THE BEST IS WORST.
Christianity made superstition, worship of natural forces as sun, moon etc, animnalism, forest ghosts etc unacceptable, obsolete and not convincing, so when somebody in that athmosphere rejects existance of Loving, Caring, Mersiful and Personal God and immortality of man, he or she finds herself or himself in empty situation in which there is nothing to stop from worst crimes and most wild excuses for doing elil.

Another explanation of crimes of priests.
One Croatian Jesuite left order after finishing all steps, professor of Thgeology, so called profess.
Two of his collegues from Noviciate. Phulisophy and Theology comented his move.
One of them said:“He first lost faith”.
How a priest can loose the faith ? Very siple. Just stop to pray sincerely, gradually, not at once, faith becoma pale and eventually nonexistant.

Catholics refer to “losing the faith” as though the ONLY belief one can have in the world is THEIR faith. After being born and raised as a very devout Catholic, spending 24 years in R.C. schools and seminaries and becoming a seminary professor, I finally realized that believing in what Jesus actually taught by his deeds as well as his words was incompatible with the fraudulent teaching and example of the followers of the so-called “Vicar” of Christ. In a church that was really walking in Jesus’ footsteps, the moment the very first instance of pedophilia came to light, “all hell would have broken loose”.
