Our Lord gives each of us charisms in baptism, which like merely human talents, can take all sorts of forms. The difference is that our charisms are ordered toward bring the grace of God to our neighbor and helping to rightly order the world to his glory.
Dunno if this kid is baptized. Odds are pretty good that he is. Whoever he is, he is a living demonstration of the fact that God loves to drop bombs of grace into the unlikeliest of people and places. Man asks, “Can anything good come from Nazareth?” and the answer of grace is “Absolutely!”
We should all ask for some grace in whatever out of the way corner we happen to be in today. God just may surprise us—or surprise somebody through us by making us an answer to somebody else’s prayer or messenger of joy to somebody else’s heart. That’s what charisms are: the gifts you give away. And according to the Church, if you are baptized you have one or more charisms.

According to the Catechism, we receive our charisms at Confirmation, by which God the Holy Spirit strengthens the baptismal grace in us.
And those charisms, much like the sacraments, are not anywhere. They are only in the Church. Because the Church is the Body of Christ.
Rereading the Catechism, it does not say that charisms are only given in Confirmation, nor given in Baptism, but instead speaks only of Confirmation strengthening baptismal grace. So it could be that charisms are given at Baptism.
Still I hold to what I have said about charisms only being in the Church. God is not restricted by His sacramental works but He does not contradict Himself either, Who created the truth of the Church. And charisms, by nature, are for the building up of the Body of Christ.
As for why I say charisms are only in the Church: If this talented man is not baptized, his talent, though good, is not a charism. It is uncertain if he is baptized, but it is certain that charism should not be confused with human talent, for both are good yet distinct gifts of the Good Lord. And even if he is baptized, it is uncertain if he is using his charism in the video or not. Hence the matter should be submitted to Mother Church, as even she says regarding the discernment of charisms in the Catechism.

In any case, we tend to err doctrinally especially when we feel it our duty to restrict God’s love and grace, making it fit into the neat and tidy pidgeon holes of our own preferrences. If God can give a charism to Balaam’s ass, he can certainly do so to an accordion player. May be all be as blessed as the ass. Please pass the chrism and the earplugs.
