Bishop-elect Fabre was born in Port-au-Prince, Haiti, and has served as a chaplain to Haitian refugees in Guantanamo, Cuba, and as an administrator at the San Felipe de Jesús Mission in Georgia for the past 12 years.
The charter, which was ratified by member states in the year 2000, recognizes the right to life but does not mention abortion.

Bishop Barber, in recounting the incident, said he prayed to God and wondered whether he would die.
The bill, Catholic bishops in Texas said, “fails to reflect a commitment to life or a vision of hope and instead accomplishes nothing more than to make it easier for potentially violent persons to act in anger or delusion."
