Bishop Joe Vásquez of Austin will serve as the apostolic administrator for the Diocese of Tyler until a new bishop is appointed.
Bishop Strickland said that throughout the centuries the Church has always held that only men can be ordained to the priesthood.
Discussing the Vatican inquiry on his radio show, Bishop Strickland repeated that the process was difficult.
It is unclear where the image originated.
